We have seen a lot of bamboo flute, and they are very good, but he would like to buy a polymer/plastic flute to start.
The budget is around 100$
do you someone that built polymer renaissance flute, rafi or bassano models?
FWIW, most ‘Irish’ flutes are just flutes used for Irish music…
What Peter said. Just because a flute is canonically typical of the tradition, it’s not as if it will make you play Irish music on it against your will. FWIW.
I think a bigger problem will be that $100 budget. There are Renaissance and Baroque flutes out there in wood and polymer, but not at that price.
Right. At that budget I’m thinking you’d have to go with PVC tubing flutes. Some of these can be actually quite good. But if memling’s friend insists on anything more than that - particularly if the instrument is going to be any good - I’m afraid his hopes are unrealistic for the money.
For that budget a tipple flute would be ideal-

You might want to look at th eSweetheart Flute Company. They have a couple of interesting flutes. I’ve owned a couple myself and they’re good quality.
