this is the actual statue of Billy Penn atop Philly city hall. Its not a doctored photo, and it's been there for all to see since the 1870's. We dont generally tell the tourists, except in an oprotune moment.
Mr Penn being so well endowed, it is a point of civic pride. The effects of weather and age have not yet dimmed his enthusiasm.
