Do we not see the hand of indisputable micromanagement casting its shadow over all we say and do? Yes!

I learned that one from my late father, who was born in Scotland, way back in 1910, when steam power was widespread.

However, it's otherwise such nonsense that it seemed appropriate, here.

A bit of a check with Google brings out multiple wordings of the riddle and the multiple explanations that centre on the follwoing: the mouse was a British nickname for a weight on the governor of a steam engine. As the speed (measured in rpm) of the engine increased, the mouse would spin faster and higher (due either to centrifugal or centripetal force, depending on which source you read) which would reduce and control the engine's speed, so the higher the mouse flew, the fewer the rpm's.
