It's published in one of P/M Angus MacDonald's books (not sure which one but there are only 2). It may be copyrighted by the authors (Northern European looking names they had) but I'm not sure. As with most pipe tunes you probably just have to ask the authors permission if you're going to play it and you don't usually have to pay. But it's nice to ask. It is widely distributed on the net in various formats.

Go to JC's ABC tune finder and do a search for this tune. I got two hits. And they are to be had in regular musical notation, not just ABC.
