Hmmm, for that I think you'd need one of those six-wheeled amphibious ATVs (four wheels would probably be inadequate). I'm not sure though. Flatten the pitch of a whistle without disassembling? Easy...
Glue (/tape=/solder) large enough "ears" around its window. See organ "flutes", or Copeland mezzo/low whistles (note only the side walls are really necessary). Brings everything down by as much as a quarter-tone. Focuses the sound, too. Also helps if low tones tend to overblow too easily.
