Help identifying tiny mystery "whistle"

I got this from my high school physics teacher - I found it on his 'shelf of interesting stuff' and he let me keep it. It operates similarly to a slide whistle. It has two shafts and is very small, ranging from 2.5 (closed) to 4 inches (extended). It's too high pitched for my tuning program to register.
Theories?

I'm thinking it's used to demonstrate high frequencies above (or at the threshold of) human hearing... perhaps in an acoustical science lab ?

The 2 pitched whistle was commonly used by the Royal Canine Navy.

On a more serious note... possibly used in a robotics lab where high pitched sounds are used to signal motor controlled devices.
