I think that this is a stripped down version of US Army’s secret assault whistle, that was hinted at in another post.
Those chrome rings might be range finder rings for finding the right frequency against an enemy.

I read in a different thread that the general consensus was a whistle with equally spaced holes wouldn’t play well…? (I think the thread was an old one about the whistle on star trek)
Oh, a whistle with equally spaced holes can play just fine. It just won’t play any musical scale that you’re familiar with (with the possible exception of a whole-tone scale).

It would be interesting to hear what scale that whistle does play, and as it is advertised as a penny whistle I’d pay a penny to fine out (and old penny, which would be a few bucks). But my aging ears might have a problem with hearing the sound out of the rather narrow sound hole.
The slight differences in spacing might make it a natural in either the Phrygian or Lochrian modes (Western music). But it basically looks like a musical Chinese menu (do remember that our scales aren’t the only ones, even if based on the series of overtones).
