I assume this album is by Matthew Welsh (dunno who he is) rather than Anthony Braxton? It’s been a long time since I listened to Anthony Braxton. I remember him playing a wide range of reeds, from sopranino to bass, maybe even contrabass sax, but pipes just doesn’t sound right to me.
But I’ve never heard of somebody else doing Braxton’s compositions.
I did listen to some of this, and it’s interesting, thanks for posting it.

Matthew Welch is one of only a few bagpipe players in modern creative music. Welch grew up studying Scottish bagpiping and experimental music. He attended Simon Fraser University and Wesleyan University, where he worked with Anthony Braxton and Alvin Lucier.
Braxton is the composer, Welch is the performer. Kotekan Records is a project of Welch.
Not to my taste, but an interesting project nonetheless.
