I wrote the person selling this and got this reply:
Unfortunately I don’t know who the maker of the low D whistle is. However,
there is a stamp on the shaft which reads: “Asarkar” and what looks like
“Pipola.”

I bought one of those on Ebay. If you don’t have a low D whistle this one will work but don’t expect it to sound like an expensive whistle because it doesn’t. The breath requirements are pretty exacting. Too much breath and it jumps to the next octave and not enough and it squawks and squeeks. It doesn’t seem to be prefectly in tune with itself either. When I bought one I didn’t have any low whistles and it let me experiment and see if I really wanted to cough up some bucks and buy a good one. I ended up giving that whistle to my daughter who also plays whistle but didn’t have any low whistles. I then bought an Alba low D and it was much better. However, the Alba has it’s breath problems too because it requires some pretty good air volume in the 2nd register. BTW the chrome plating on the Indian whistle is pretty cheap too. You can see the brass showing through in many places and the metal is real thin. Hope this info helps.
I would have called it a CPI, but I guess its a CII. The box might be nice.
Asarkar whistle are Indian brass whistles - some with nickel plating - solid enough build but usually out of tune and badly in need of tweaking.
You could fit a tuning joint below the fipple if you are good at metal work - then you would need to tweak the fipple.
They can be made to sound pretty decent with a bit of work. BUT you gotta have the KNOWHOW and ability.
BUT whatever you do - dont pay 36 English pounds for one when you can have one for 27 to 35 US Dollars.
My personal recommendation is to look at Daniel Bingamon of Jubilee Whistles who does a pretty decent aluminium Low D for US dollars 55 and will post to UK for about 15 dollars. These are built like a battleship (could double up as a weapon) and the tuning is good. I very much enjoy my one and would recommend it. An inexpensive solid starter whistle with a very nice tone. I bought one of these a while back. it wasn’t completely in tune, but you know it wasn’t a terrible whistle. I think it would be ideal for a person wanting to see if he of she could grip a low whistle. It inexpensive enough, but you could probably spend less money on a PVC low whistle from a maker which would have better tone and be in tune. Then again who knows you may purchase this one and love it…
I wouldn’t recomend that you buy a whistle off Ebay if you planning to get much use out of it.

Talimirr, if you know what you’re bidding on, eBay can be a great place to get whistles! I got my first Sweetheart and a low D there, a lovely double barreled ceramic whistle too! But in general, nameless is not a good sign.
I bought a Water Weasel C on Ebay a few weeks ago. It’s special to me, because after the bidding ended, I heard the news that Glenn had passed away. It arrived a week later, and even though it was a used whistle sold by someone else, it was still like hearing from Glenn one last time. He’ll sure be missed.
I’d say peruse Ebay regularly, and buy nothing until you find something nice. Oh, Jerry Freeman tweaks show up regularly on Ebay. Those are some pretty nice whistles for not a lot of money.
