You probably won’t find anything playable for $300-$400. There are cheap “made in Pakistan” sets on ebay but they are virtually unplayable, and you’ll only waste your money.
You should budget at least $1,000. Be suspicious of anything cheaper.

I think the majority of pipers would argue that when playing solo, a full set is your only man.
As PJ said, at your budget there’s little chance of getting anything worth playing.
There’s a website, uilleannobsession.com, with a section for buying/selling pipes.
There’s also a facebook group for buying/selling uilleann pipes.
Although it’s a UK only auction maybe the seller would be worth contacting to see if he could do something for you, pipes look good and sound good for a great price.
