Doesn't look Pakistani. As to whether it can be restored, impossible to tell from the 3 photos posted.

Pakistani chanters either have no keys or 3 keys
The wooden chanter top looks different from the Pakistani variant as well.
If the price is right, go for it I would say.

turns out the are made by Brad Angus in Portland.
I've contacted him to see if he can provide more info. Set looks very restoreable once I get rid of the mildew smell of the case & bag cover. Disproving the old joke about "at least they don't smell"
Lots of corrosion & some mold, but hey - adds character!
