I think PA has the same rules as Ohio - if you don't have a full motorcycle license (if you have a motorcycle learners permit) you must wear a helmet, you cannot have a passenger, and you cannot drive on the highway.
Once you have a full license, there is no helmet restrictions.

Keeps it from being a complete waste.

Couldn't agree more. I understand the wonderful feeling of of the wind in your face and and hair (scalp, in my case), but I have seen too many wrecks involving motorcycles where the rider wasn't wearing a helmet.

On the other hand, if you are involved in a motorcycle/automobile wreck, especially at high speed, chances are you may not survive... with or without a helemet.

The Michigan House repealed the helmet law here. I think it's still on the Governer's desk. It's an election year. Will she approve or disapprove?
