I don't know, it all depends where you come from doesn't it? Samuel (sam-yool or sam-yel) Houston would have four syllables. It seems you are using the pronunciation 'Sam-yoo-well', as in the actor Samuel H Jackson. You could also argue that John F Kennedy has four syllables, just get that jibbering idiot George dubya Bush to pronounce it for you. It would come out as 'Jaahn F Kendy' giving us four syllables.
