Whodunnit, and why?

For instance, I'd get to the C&F directory page, the "Board index", aka the main page.

There, I'd first see the upper part of that page, but to see the lower part of the page, I'd need to push the "down page" key on my keyboard, easy enough.

And, once there, I'd see the "Off Topic (More or Less)" forums listed just above the "Special Notices" forums.

However, recently there seems to have been a change of order, as the "Special Notices" forums are now listed above the "Off Topic (More or Less)" forums.

Seems like a logical progression. From most related to instruments and music to least.

nah nah nah , the propellor doesent work anymore...they've figured that out...
