whose the king of the cheapies?
which brand has the best whistles around $20?

If we're talking US dollars then I'd expect a book and CD with that cheapie!
For me it's a toss-up between Feadog and Gen - Gens have that super trad sound and yet, Feadog takes it to a different level. They each have their place. Then again, it's great to have a Clarke or Shaw for that nice conical sound, and a SYN (specially the C), Dixons are so sweeet, Susato for steppin-out, some of Jerry's tweakers and a Busman and a few Chieftains and an Abell or 2 and one of Wanderer's Stonehenge jobbies, and did you see those new thangs that Garry Humphrey's making!? Reviols - mmmm, A couple Overtons (by George and Colin.G). Better keep a few classics - a Thin Weazel, a Bleazey, Copeland. Those Hoover wood things are looking good. Some rare stuff would be nice - Off keys by Grinter, Ian Simpson, a Sweet Resonance in blackwood! AAARGH the list is endless - so many whistles, so little cash!!
