Adding to the poll only one that hasn't been mentioned before: Dublin piper/whistle player Gavin Whelan's self titled new whistle CD. Wow. New #1 favorite for me!

Bothy Band - Live in Concert. Now this one needs explanation! There are no tinwhistles on the CD, but the CD is so amazing and Matt Molloy is, well... Matt Molloy. This CD inspired me more than any other I've heard to work on learning all the tunes.

I second the Gaelic Storm suggestion. Not very much whistle but all of their cd's are good.

Neither of these are primarily whistle based, but they both have some brilliant whistle-work.
