Cheap does sound nasty, when applied to whistles.

Cheap, inexpensive or low-end?

"Cheap" has a negative connotation, "inexpensive" is boring, and "low end" implies the bottom of the line of a particular maker. "Cheapie," OTOH, connotes a degree of fondness and is the most appropriate.
