Of the top of my head. . .
Abell, Burke, Busman, Sweetheart, Thin Weasel, Grinter, Silkstone, Freeman-Gen, Gen. Those are the ones I play. Hoover, Sweetone, Clare, Doolin, Cooperman, Susato, Meg (thats still a Sweetone, isn't it?) Soodlum/Walton, Cook (somewhere in the house, I think!), Kerry, Dixon, Feadog, O'Riordan. A ceramic double-bore in C. Rose. Chieftain. I play these on occasion.
I think that makes 24 if you count the meg as a sweetone and the Soodlum as a Walton, but separate the Freeman from the Gen.
Passed along: Overton, Elfsong, probably some others. Not counting the flutes, recorders, ocarinas or NA flute.

I don't know why I have all of these, I really only play the brass Gen, brass Feadog and Oak D's the majority of the time. I have sold a lot of high end whistles though, I wanted to try a lot of them out when I briefly went through WhOA but didn't keep any that cost me a lot of cash when I found myself always reaching for the "under $10" whistles.
