a term used in latin, when they said hand, manus, they meant the whole arm.

I wonder if there were any adult beverages fueling the negotiations? I seem to recall seeing news stories of wierd planned parties at high level international meetings. Prime Ministers dressing the hosts native costumes, singing, dancing etc.
