uilleann pipes are probably the closest thing you'll find to whistle fingering. You can play uilleanns with an open style like a whistle, but the notes won't be quite as in tune then. To my knowledge, there aren't any pipes that finger exactly the same as the Irish whistle. You can find an uilleann chart here:

If you look at the fingering chart for the open fingered gaita on the website given you will see that it is quite similar to the whistle. There is a thumb hole and a pinky hole for the right hand.

Maybe a melodica shaped more like a whistle with a thumb key for the 2nd octave (so you would only need 6 or 7 keys and still get 2 octaves). They would need to be all blown notes...I don't want to have to blow AND suck.

Note it's custom-made, so you could always ask Victoria (the maker) to reverse the reeds: otherwise you'll end up like with any squeezebox or Melodeon, with the highest tones down!. I think it's better, though: the more it screams, the farther it gets from your eardrums

Oliver Seeler has a great website, you'll spend a lot of time there. He's a nice fellow to communicate with.
BTW - Someone mentioned the bagwhistle earlier. The Bagwhistle is a whistle with a bagpipe bag and fingers like a whistle. It is not a reed instrument.
The newer bagwhistles are in the Key of D chanter and drones in brass) (High-D, not Low) and they work a lot better than the earlier Low-G's which were PVC and with PVC drones - it used to use a lot of air and couldn't keep the bag inflated. Well, it finally works.
