from left to right are numbers from one to ten, atoms including hydrogen and carbon, some interesting molecules, DNA, a human with description, basics of our Solar System, and basics of the sending telescope.
Think the recipients would have to be pretty smart to work all that out...

So I've got the human (but not the 'description') and can just about concede the telescope and Solar System after prompting, but am struggling with the numbers one to ten let alone the rest of it!
And we in dreams behold the Hebrides.

73 rows by 23? I would have gone with 73 by 37. A kind of mirror
symmetry in base ten. Or perhaps a 41x41 square readable from either direction (close to the same number of 0s and 1s). That sounds like a like a puzzle for Will Shorts.

So does anyone know if this message was ever cracked by an outside group? A kind of proof of concept by sending it to a bunch of puzzle solvers before and cryptology geeks before sending it out?

Even if they figure out the 1679 riddle, seems we are beaming out graffiti like you find up on the North Shore. Heck some of that stuff has been around for thousands of years and no one has cleaned it off.

For sweaters I'm captivated by the look just as in the OP, with the colors and squatness. Makes it more trashy, especially on a black background.
