Well of course the bellnote of a Bb whistle should blow at 466, not 460, so it sounds like your whistle is simply too flat. What about the rest of the scale? One note does not an in-tune whistle make!

First I would blow the xxx xxx in both octaves, then xxx xxo in both octaves, and so forth up the scale, checking each against an electronic tuner, to get an idea of the relationship between the octaves. If the octaves can be blown at a correct octave interval, then you have something promising to work with, and can proceed getting the whistle to play an in-tune gamut.

If the whistle is in tune to itself, but too flat overall, you can simply chop off some of the tubing from the top.

Or you may perhaps find that the rest of the scale is in tune (to a chromatic electronic tuner set to A=440), but that only the bellnote (and its octave) is flat; in that case you would have to chop some tubing off the bottom.

Or the matter might be more complex, with various notes being pitched all over the map, in which case you can take the flattest notes as your baseline and tape the sharper notes down to match, or take the sharpest notes as your baseline and carve the other holes to raise the pitch of those notes to match.

But a Generation Bb should be pretty darn close as it comes... that's been my experience, anyhow. I do have a Generation Bb where the note which emits from hole 6 (a concert C) is sharper than the rest of the scale, and I have tape on that one hole.

I think that I need to worry about playing better before I worry about being 6 cents flat :) The good news is I found a local session, and a local group of ITM enthusiasts to help with that.

It was a dumb question, and if I'd thought about it and done some research like I should have done in the first place, I wouldn't have asked. I really do appreciate all of the information and links though.

I'll try to put a little more thought into my next question.
