I think "highlight & ignore" would describe it accurately. That is functionally what it is suppose to do (although the highlight-contact list seems to not have the highlight function enabled). "Ignore" has the benefit that you do not have to label a person a foe to ignore them.

I always tried to get the pre-highlighted ones.
Save a lot of ignoring.
