Materials cost of NSPs

Does anyone have a ballpark price of the materials for a set of Northumbrian smallpipes?
It would probably be a four-drone set in F with the standard nickel and imitation ivory mounts. The chanter would have 11 keys.

The situation is a smallpipe maker has offered to build me a set of pipes for only the price of the materials.
He is actually my parent's neighbour and he got me into uilleann piping many years ago.
I grew up listening to all the pipe music floating out of his workshop.
Unfortunately he has developed a debilitating disease and he is unsure how long he will be able to go on making pipes.
I asked him to make me a special set before he retires.

He is refusing to charge me for anything but the materials, and I am sure he will undercharge me for those too.
At the very least I want to pay him the proper price for the materials.

Can anyone estimate a figure?
