I bought my daughter an ocarina a few months ago. She likes it but doesn't want to practice in her apartment because it is so loud. When I was looking for solutions I found a device called Mr. Mute. Mr. Mute is a set of mouthpieces that regulates the amount of air that goes in to the ocarina, which drastically lowers its volume.
I was curious how it would work on a whistle, and I was pleased to find that, if you can get a seal, it does a good job of lowering the volume of the whistle. It worked for me on a Dixon DX-005 and a Wild whistle. Basically, any round fipple that the mouthpiece can seal against should work. It isn't perfect, but it is an option for those who are looking for a quiet whistle.
