I would put a wooden dowel (same diameter as the inside diameter of the PVC pipe) into the pipe for support and to help give a cleaner cut. Then I would drill a pilot hole (1/8"?) and use the right sized Forstner bit needed for that hole. A pilot hole will keep the Forstner bit from wandering o...

Have you tried closing (from the top) holes 1,2, 4, 5? That flattens the A enough to get a reasonable G-sharp on some of my D whistles. May have to vary the lower hole closures between the upper and lower octave to get a better G-sharp.

For whistle length, I think you would measure from the bell, or foot, to the window opening at the point closest to the bell. I believe that determines the speaking length. I can see the utility of having the speaking length as well as the diameter. However, for the speaking length to be useful, the whistles all need to be tuned to a standard frequency at a common temperature and pressure. Those last two are the hard parts to achieve across a number of different owners...

Any idea how old the whistle is? Based on the color and pore density on the end-grain photo, I would guess Brazilian. Indian rosewood has much higher pore density than Brazilian. The photos look like some type of rosewood to me. Rosewood also has large pores like the photos show.
