For that kind of budget I agree with with the delrin suggestion Damien Thompson or Francois Baubet make excellent flutes in this price range,

Although I have been playing for a good few years I never really got into the keys, but I decided to do it this years, transposing slows tunes I already knew D -> E and also one in G -> F was a great way to learn and also looking for a few tunes in Dminor and Gminor slows tunes just to get the finge...

I got a nice boxwood F from Tony Millyard, I was just chatting to him and he had one in stock. I am very happy with it, he is also an excellent guy to deal with very good communications. If you want to spend a bit more and can wait 9-10 months, I'd suggest a Jill Lehart,
