At a guess I think it maybe a Kerry Songbird?

They are no longer made I don’t think.

I couldn’t find a clear photo of one but there is a few old videos on YouTube.

I wonder where all the Keenan sets are in America and why they don’t turn up on eBay or the likes? I happened to be reading the old Irish American pipers newsletter started in the 70s on NPU archive, The pipers who wrote in usually are beginners a few mentions of Keenan and waiting on pipes from him...

Very interesting topic. I’ve heard the descriptive piece the Death of Allistrum described as a piece of Ceol mhor preserved in the Irish tradition but lost to the Scottish. I remember the name of John Rutzen who made flutes, Uilleann and smallpipes in I think Donegal.
I heard he retired. Maybe he moved to Wicklow.
Wild guess at best.

I can’t recall hearing of anyone else who made both small pipes and uilleann pipes in Ireland but I’m sure there would be a few.

In reading your description Bob what you do have is a simple system one keyed piccolo.

The French keyed fifes with a slighter taper are the ones I showed in the eBay link.
I was always curious about the two tuning holes at the bottom of the thing.
