I agree, Susato are pretty loud whistles, I only have one, but seldom play it at home, because it is so loud!

Sorry for not getting back sooner, an Orchestra tuned chromatic has notes below C down to G. Suzuki is another option, theirs is a 14 hole; & they also do a 16 hole that goes down to the C below the regular C, giving you a Tenor & Standard C in one instrument. Another option, I think, would ...

Personally, I'd stick with a C, but make it an orchestra tuned - if you want a 12 rather than a 14, Seydel is the way to go.

Dixon ABS, one or 2 piece, fairly quiet, with a nice tone, & quite cheap.

My favourite low whistles are 'A', low 'G', & low 'F'.
'A' & 'Bb' are very close, so either would be OK - once you get passed low 'G' the holes need pipers grip for a lot of people.
I'd suggest looking at MK Kelpie or Pro if you only want one whistle.

Very nice - but these aren't 'telescoping' whistles, these are 'separable', (there is a difference).

I like mine too, C & Bb, they do seem to have got them right, not too loud & not too shrill.Hard to beat a nice Generation though.

Tony Dixon, Shearwater, Kerrywhistles, just some that I know of - however a very nice low D is a Howard, but it's brass, I really like mine.

I think there is always going to be compromises, a perfect whistle is a fantasy, you need to actually play one to know if it is going to be 'the one' for you.
I don't think there is any other way, we each play differently, so a 'perfect' whistle for one person may not be for you.
