Yes, it's an Indian bamboo whistle.
I remember these from my hippy years in Edinburgh. Finbar Furey used to play one of these in Sandy Bell's bar around that time.

Here in Scotland I've been hearing "I dinnae want ti pish on yir chips" for a couple of years now. (Translation: I don't want to pee on your French fries.) Just the same as raining on the parade, I guess, though a little more robust.

Low whistles first appeared in the early-mid 70s. I still have a couple of Overtons I bought in 1973-4.
I've never heard the term Goldilocks before. Nor did I know Generations went down to G: I have no recollection of ever seeing them.
