The Name of This Instrument...

I'm in a hostel in Thailand and I found this thing. Unfortunately no one can tell me its name or where I can get one, but apparently it was bought in India. There's a clarinet reed attached, but the mouthpiece itself looks weird.
Any ideas? :)

It doesn't need to be from the same maker (in fact, I'd prefer something not too expensive), just the same key and with a similar sound.

If the drones are stable and rightly pitched (you can reach Bb), you can buy separatly a good chanter with a good reed, or simply try to buy a softer chanter reed from a good maker ! However, when I play the drones (plastic reeds) or the chanter (cane reed) separately, they play fine. I can't find any air leaks on the bag either.
