Great Highland Bagpipes (GHB) = the loud, mouth-blown pipes just about everyone associates with Scotland.
Reelpipes or border pipes (effectively the same thing) = narrower conical bore, usually bellows-blown, not so loud, but still plays in the same octave.
Smallpipes = narrow cylindrical bore, almost always bellows-blown, sounds an octave down (because of the bore) and is the quietest of the three.

While learning to play Uilleann pipes you'd think Fred would've learned to pronounce Uilleann correctly .

I don't think its anything to do with what might be considered a regional accent, it just that Fred is pronouncing the first syllable "ooh" instead of "ill" which would turn union pipes into onion pipes which wouldn't sound half as nice, never mind the smell.
