New CITES regulations are in force since Jan 2 2017 for importing/exporting rosewood (dalbergia) and bubinga.
A distinction seems to have been drawn between commercial and non-commercial importing/exporting. For instance, a musician who is travelling with his/her instrument which contains some rosewood/bubinga. As long as the instrument has less than 22 lbs/10 kg of rosewood/bubinga, there should be no problem.
However, commercial importing/exporting, such as when an instrument containing any amount of rosewood or bubinga, is sold and shipped internationally, requires the appropriate CITES certificates.

Does this include dalbergia melanoxylon (ABW) from Africa? Not all that long ago it was freely imported, and without import duties.

It seems to me that dalbergia melanoxylon (ABW) is included in the new regulations.

All rosewoods (Dalbergias) are now CITES listed (mostly Appendix 2) and there are no exceptions. Instruments within countries do not present a problem but inter country i.e. EU to USA etc. look likely to need a permit.

It appears that ebony (diospyros) is also covered but only when it is logs, sawn wood and veneer sheets.

I guess I don't know what that means PJ. Tom Aebi and I are trying to figure that out so I can take possession of my half set. If the set is finished and waiting to be shipped is that going to cause a problem?

I suspect that processed/finished items made of ebony (such as a set of pipes) don't require CITES certificates. Only ebony logs, billets (sawn) and veneer seem to require certificates. However, to be on the safe side, call USCBP.
