Herr Andreas Rogge always comes to mind. He's in Wendelsheim (near Tubingen)

Alternatively come to the festival at the Chateau d'Ars (Ex St Chartier) in July http://www.lesoncontinu.net/2014/en/index.htm in central France (Near Chateauroux) where there are 130+ makers of mostly bagpipes and hurdy gurdy's and hear and try many different types.

This is not a festival, this is heaven! :)

My friend interested in the hummelchen will go in France this summer, so this should be a good chance to try different pipes.

Thank you!
