Even more lyrics explanation - "The Irish Rover"

The line goes like this in the third verse:
He would tootle with skill for each sparkling quadrille though the dancers were fluther'd and bet

What puzzles me is the last part of it - "fluther'd and bet" - what's that all about?

fluthered = drunk
bet = ugly

(I'm not 100% certain about "bet".)

"Bet" usually just means "tired". It's a colloquial past participle of beat.
