Evenin lads..
So I've got this Ballard bellows that for some odd reason, came to me sans an
elbow pad.
Seems it'll be a reasonably easy thing to fashion something on there, without
spending much $ or time..

What would you do, for materials & such?

I went to dollar store. Purchased Velcro type sticky tape and a small chamois covered sponge.

Used velcro tape to attach sponge to bellows, using two hoizontal strips one above and one below the elbow strap.

whoa!!
Good catch there mate: I wasn't even drinkin..really

The arm side looks the same.

It's kinda strange that a maker would not build an arm pad, cause the thing
really hurts after a minute or two.

Anywhoo....

You could ask a lady friend to donate an old bra. You could either cut up the bra and fill each cup with old underwear and attach them to the bellows or somehow wrap the complete bra around the bellows and fill the cups when you have it in the correct position. If you like alot of padding ask a friend with large breasts or well you can work out the rest.

wow, is THIS thread disintegrating!

Think I'll just follow Mr Childress's suggestion of constructing a
roundish pad, cutting a slit in bottom, re-threading strap thru
slit to hold it on.

oh, and I think I've found the reason there's no pad: I see four patched
/filled in holes further up toward the inlet hole, and so I assume someone
needed to move the arm hitch-point back on the paddle.

No I dont think so, I thought my suggestion was quite a good one. Cheap ,functional and recycling in one go, and add a bit of classy frillyness to your bellows.
