Here is the offical response from the US Fish and Wildlife folks

You could import the bagpipes from WHERE EVER as long as they are accompanied by a CITES permit issued by the CITES office for WHERE EVER (see http://www.cites.org/common/directy/e_directy.html for the contact information) and as long as you contact our Division of Law Enforcement for their concurrence. You must import the bagpipes, accompanied by the CITES, through one of the Fish and Wildlife Service ports designated for wildlife (see list at ttp://www.le.fws.gov/inspectors.htm). Please call the port
that would be most convenient for you to find out the procedures for import and to talk with them about your prospective purchase.
