I've seen concert chanters that measure across the bell between
13.1mm to 14.28mm, it does make one wonder.
Anyone with an opinion on a good narrow bore D chanter?

try measureing across the inside edge of the bell, about 0.5mm inside the bore, the measurements will change with the bore taper right to the
end of the chanter, these are what I have found on some chanters I have
come across.
the concerts should be around 13.10mm up to 14.30mm
narrow bores 11.00mm up to 11.80mm
and don't for get there are hybrid chanters out there also 12.30mm up too 12.70mm in D neither flat or concert pitch.
