One brass/metal tube and a rubber hose to attach should be pretty simple to find at any hardware store... I'll sell you one for $1000 :D

I have a better, cheaper, more ergonomic, ecologic, and, frankly, better looking one available for $1200.

Somewhere there are pictures of Joey Abarta playing his then set of pipes with this device attached between his chanter stock and chanter. May have been ten years ago or so, but comments were made on the Forum about it. I’ve made one in a pinch — all you need is a small section of hose, a couple of pieces of brass or whatever tubing and hemp, thread or what have you. Good luck.

Joey has a short piece of flexible vinyl tubing.

I've made one from two short brass tubes. One had an inner diameter of 3/8" and fitted snugly over the air intake on my chanter. The other had a outter diameter of 3/8" and fitted snugly into the first tube. I wrapped the lot in waxed hemp and plugged in into the bag. Worked fine for years.

That’s it. The one brass (or what have you) tube goes into one end of the tubing and the part of that which sticks out can be wound with hemp (or what have you) and inserted into the chanter stock. The other brass (etc. air) tube of the chanter then can go into the hose. (In my quick description above I forgot the the other metal tube was the air tube of the chanter itself... but there are two metal tubes in the two ends of the hose :) )
