It's an O'Carolan's tune called The Beauty in Tears.

Gosh! I had to look up that name. I wonder where it comes from? It - the name, that is - doesn't seem to come from Carolan himself, though there are some sources which do say that the tune was in his repertoire. I can't find whether there's any chance he composed it or not. I've never thought so, but perhaps that's because I grew up in South Wales, where the tune is thought of as being very Welsh, and called either "The Ash Grove" or "Llwyn Onn", which is Welsh for The Ash Grove.

And now I'm into the never ending circles and backwaters of tune sources and attributions. Constant Billy? I see what Frank Kidson meant, but still ...
