Bronze Regulator Reeds

I'm working on reeding my tenor regulator with phosphor bronze reeds. The reg is in the style of Rowsome narrow bore. I'm using the technique described by DM Quinn in the Summer 2000 Piper's Review article.

I cannot seem to get it to stop double toning on the F#, while all other notes work properly and are at pitch. I'm not terribly experienced in making reeds. Does anyone have general suggestions on how to prevent this?

I’d check the usual culprits: bore obstruction, hole obstruction, and material within the reedhead chamber.
