Is there a way to tag a member in a message, so that he or she might notice the thread, or is it necessary to send a PM to that member? If there is, I can't find it.
Cheers!

Nope, use PM. The only way someone is otherwise notified of additions to a thread if they have subscribed to the topic (ie: Notify me when a reply is posted).
