The Irish word
siúlóir means "walker" or, by extension, "wanderer" or "rambler". I assume "siuler" is supposed to be derived from that word.
So, "The Rambling Rambler", then?

I've not seen this word applied to the Traveller or Pavee population, so I'm inclined to doubt that it applies so. Quoting from
this webpage, "the word was used to denote a certain type of lady." Who knew? But given the context of the song's lyrics, that is not the meaning implied here; after all, sometimes a tramp is just an itinerant.
