The first bit (with just the one guy chanting) is nonsense: Ciúnas bóthar cailín bainne (Silence road girl milk). It comes from the last line of this ad, In which a guy, challenged in a bar to "do something Irish," simply repeats random words and phrases in "school" Irish, pretending it's a "poem in our native Irish tongue.":

The rest of it is part of a child's nursery song that most Irish kids learn in school at some point:

I actually taught "Lámh, Lámh Eile" to a women's group at my church one St. Patrick's Day...they'd invited me and a few musician friends to come "do something Irish" so, after playing a few jigs and reels and singing a couple of sean-nós songs, I had them all stand up and "learn an Irish nursery rhyme"
