I had one exactly the same (except it did have a block) when I was a kid. My father had found it on a park bench and thought it would be okay for me to learn on. He knew nothing about musical instruments.
It had German fingering, like yours.
It was a semitone flat.
Unfortunately it did produce a sound. Not a very attractive one thanks to the bakelite head but a reasonable imitation of recorder tone.
I couldn't work out why it sounded all wrong when I followed the instructions in the books we used at school (intended for standard-pitch Baroque fingered recorders) and my primary school teacher was too thick to figure it out. Put me off playing any instrument for years.
I finally smashed it and threw it in the bin so nobody else could suffer from it.
Please god, burn it.
