What kind of flute is this?

What kind of flute is this?

I found it randomly among some ancient souvenirs, my parents have no idea where it came from. :p
I'd appreciate some help with its identification.
I don't know what its tone is, I suppose a C, but i'm not sure and it generally sounds off-tune.

Looks a lot like a dili kaval:

It sounds "out of tune" because it's most like "in tune" with Turkish music, or some other locality that uses similar instruments!
