Looks like a whistle held sideways and blown straight into the round hole (which is therefore not a flute embouchure hole at all).

Yep, side-blown whistle. WhistleSmith of Maine make what they call a "side shooter" head for their whistles, along the same lines.

"A lifetime" ago i played a whistle very similar to this one, made in India, labeled with a reversed swastica (?!)
Don't know what the point/purpose of having the blow hole on the side is.

I'm imagining a mixed fife and whistle band, where you want all the instruments to be side-blown to preserve the visual effect. Sheer speculation, of course.

FYI Actually Hitler reversed the Swastika, it originally came from India. It symbolized infinity of expansion, that is why Hitler reversed it...

In Indian culture the swastika could go either way, but more often in the same direction as the Nazis had it. Just google.

Think such things were made historically for folk who wanted to look like they were playing transverse flutes but couldn't blow them!
