I have one without the bell.
I bought mine at a head shop in my
misspent youth.

THOSE were the days: When a head shop was not just a one-trick-pony paraphernalia boutique, but a hallowed node of world culture and underground publishing. If you were out of patchouli oil, you didn't go to the pharmacy, but to the head shop. Turquoise? The head shop. R. Crumb comics? Exotic scarves and other oddments from what might as well have been Timbuktu? The head shop. I don't remember it, but I had to have seen one of those flutesque whistles at some time in such places.

They were indeed emporiums for the counter culture,
not just dope gadgets. Clothing was a big item in some
eclipsing all else. Another instrument that I bought at
The Fifty Kings in Scranton Pa. was a Hugh Tracey thumb piano.
An item that didn't appear in music stores until the late 70's back
behind the anthracite curtain.

Not that I can play it in any authentic way, but it's a great drum for the grand kids to beat on. It's practically indestructible.

I saw a documentary once on the apprentice system to become a Tabla master. I am sure I will misrepresent some details, it has been a while. But the basic gist was you presented yourself to a master at the age of 12 or so, slept on the floor, made him tea and did laundry for a year or so until he was convinced you were serious enough to be taught. Then you continued your learning as well as your errands until you were an adult. I am sure the system has changed in the modern era.

It is most certainly not a khlui. They are larger, not metal, no strange "beak" like this has nor a weird knob, no bell at the end.
