Anyone have an estimate of the shipping cost for a flute (no case) or a low whistle from US to Finland?

The US Postal Service web site has a page for calculating shipping cost. You can also check with UPS, Fedex and DHL but Post Office is usually cheapest. If the flute is African blackwood or anything in the rosewood (Dalbergia) family then you will need a CITES permit.

USPS Priority Mail International Medium Flat Rate box = $69 + insurance or extras.
