You've hit one of my pet peeves, Terry! At work I often get packages where the piece I need is in the middle of layers of packing tape and bubble wrap. I really don't think that ten yards of packing tape are any more effective than one wrap in each direction. And I work in a clean area, so wear latex gloves, which are ruined if they come in contact with the tape adhesive. A good sharp knife is what I use for it.

For shipping, instead of plastic wrap, I use a ziploc bag. It's actually a better moisture barrier.
